Phil Durning was Rachel's DMV Driving Test Evaluator that fails her. Harley thought it was his fault and wrote a bad review, which later gets him fired, as revealed in Stuck in a Slushy War. It turns out that he was friends with Suzy, and fails Rachel because she asked him to.
He was played by Gabriel Tigerman.

- In Phil's High School yearbook entry, his favorite singer was listed as "Meatloaf," which Rachel assumes is a typo. Technically she was correct as the famed singer Michael Lee Aday (born Marvin Lee Aday; September 27, 1947 – January 20, 2022) used the stage name "Meat Loaf."
